Starting September 24, 2025, motorists and commuters in Quezon City will experience a partial road closure along North Avenue to give way to the construction of the MRT-7 pedestrian tunnel at the Quezon Memorial Circle Station. The closure will last until November 30, 2025, and is expected to cause significant traffic buildup in the area.

If you’re traveling around Elliptical Road, Mindanao Avenue, or EDSA, here’s everything you need to know about the closure, traffic impact, and the best alternate routes to take.

Why is North Avenue closed?

The closure is part of the ongoing MRT-7 project, a 22-kilometer railway that will connect San Jose del Monte, Bulacan to North Avenue, Quezon City.

This specific construction work involves the excavation of a pedestrian tunnel for the Quezon Memorial Circle Station. Once completed, the tunnel will give commuters safe and direct access to the station while reducing pedestrian traffic hazards along busy North Avenue.

Closure Details

  • Location: Eastbound lanes of North Avenue (toward Elliptical Road)

  • Duration: September 24 to November 30, 2025 (continuous, 24/7)

  • Open Lanes: Westbound lanes from Elliptical Road to EDSA will remain open

  • Local Access: Motorists heading to DENR Compound, Ninoy Aquino Parks and Wildlife Center, and nearby offices may still enter the area with the guidance of traffic enforcers

Alternate Routes for Motorists

To minimize delays, here are the recommended detour routes:

 

Eastbound Traffic (North Avenue → Elliptical Road)

  • Option 1: Via Agham Road (Sen. Miriam Defensor Santiago Ave.)
    Turn right from North Avenue onto Agham Road, then proceed toward Elliptical Road or Quezon Avenue.

  • Option 2: Via Commonwealth Avenue
    For motorists from Fairview and Novaliches, take Commonwealth Avenue straight to Elliptical Road to avoid North Avenue altogether.

Westbound Traffic (Elliptical Road → North Avenue → EDSA)

  • Westbound lanes remain open but expect slower traffic flow near the construction site. Motorists are advised to drive cautiously when passing the work zone.

Access to Quezon Memorial Circle and Government Offices

  • Use Quezon Avenue or East Avenue if heading to government offices, hospitals, or establishments near Elliptical Road.

  • Small connector roads are also available for local access, with traffic marshals providing guidance.
