The Metropolitan Manila Development Authority (MMDA) has just launched “May Huli Ka 2.0”, an upgraded online portal that lets motorists check traffic violations caught under the No Contact Apprehension Policy (NCAP). This marks a major step toward a more transparent and secure traffic enforcement system in the Philippines.
What is May Huli Ka 2.0?
May Huli Ka 2.0 is MMDA’s improved traffic violation checker, designed to help vehicle owners conveniently check if they have been caught violating traffic rules—without any face-to-face apprehension.
Why This Matters
With the old NCAP system, simply typing in a plate number could reveal violation records—posing serious privacy risks. The new MMDA NCAP online system is now compliant with the Data Privacy Act and ensures that only the registered vehicle owner can check the records.
Key Features:
- Secure access to NCAP violations
- Search results include violation details, location, and timestamp
- “No Record Found” means no NCAP violations, but it doesn’t guarantee a clean record across all LGUs
What’s Coming Next?
MMDA also announced that a mobile app version of May Huli Ka 2.0 is coming soon (within 1–2 months). Here’s what drivers can expect:
- Account registration for real-time violation alerts
- Video evidence viewing directly from your phone
- Online payments for fines
- Easily file complaints or contest violations
- Notifications via SMS or email through integration with LTO and telcos
- Fleet tracking tools for vehicle owners or companies
How to Check Your NCAP Violations
Follow these simple steps to use the MMDA May Huli Ka 2.0 website:
- Go to the portal: https://mayhulika.mmda.gov.ph/
- Input your plate number or conduction sticker
- Enter your MV File Number
- Click Check to view violations (if any)

The Bigger Picture: Return of NCAP in Metro Manila
The No Contact Apprehension Policy was previously suspended due to legal concerns. However, in May 2025, the Supreme Court partially lifted its Temporary Restraining Order (TRO), allowing MMDA to resume enforcement.
This system is designed to:
- Improve road discipline
- Reduce corruption in traffic enforcement
- Decrease congestion through non-invasive monitoring
Final Thoughts: Stay Ahead, Stay Insured
With the rollout of May Huli Ka 2.0, it’s now easier than ever to stay updated on your traffic record. Whether you're a private car owner, fleet manager, or rideshare driver, regularly checking your NCAP status can help you avoid penalties, delays in car registration, or even insurance claim issues.
