To address the expected traffic buildup during the rehabilitation of EDSA, the Metropolitan Manila Development Authority (MMDA) will begin a one-month dry run of the odd-even traffic scheme starting June 16, 2025. This proactive measure aims to reduce vehicular congestion along one of Metro Manila's busiest thoroughfares.
The odd-even scheme will be enforced exclusively on EDSA and will be operational 24 hours a day, Monday to Saturday. Here's how the scheme works:
- Odd-numbered plates (1, 3, 5, 7, 9): Not allowed on Mondays, Wednesdays, and Fridays
- Even-numbered plates (0, 2, 4, 6, 8): Not allowed on Tuesdays, Thursdays, and Saturdays
- All vehicles are allowed on Sundays

Dry Run Details:
The dry run will last for one month, starting June 16, during which the MMDA will monitor compliance and issue warnings to violators without imposing fines. This period is intended to educate motorists and allow them to adjust to the new traffic pattern.
Additional important notes from MMDA's recent announcement:
- No penalties or tickets will be issued during the dry run period.
- MMDA traffic personnel will advise violators to take alternate routes if their plate number is restricted that day.
- No window hours will be observed — the scheme applies for the full 24 hours.
- The odd-even scheme is exclusive to EDSA and will not replace the existing UVVRP (number coding) on other roads.
- Motorcycles, taxis, TNVS (e.g., Grab, JoyRide), hybrid, and electric vehicles are exempt from the scheme.
Additional Measures:
To further alleviate traffic congestion during the EDSA rehabilitation, the MMDA, in coordination with other agencies, plans to:
- Implement a toll holiday on select segments of Skyway Stage 3
- Deploy additional MRT-3 trains and increase the number of buses along the EDSA Carousel
- Conduct regular clearing operations on alternate routes to remove obstructions
Final Thoughts:
The MMDA's proactive approach in implementing the odd-even scheme aims to mitigate the impact of the EDSA rehabilitation on daily commuters. As these changes take effect, it's crucial for motorists to stay informed and compliant to ensure a smoother transition.
