- The buyer purchases the car from the dealer.

Create an LTMS Account

Opening an LTMS account only requires 5 to 10 minutes. First, just go to the LTMS Online Portal and choose the ‘Register Now’ button. Browse through the terms and conditions and once everything is clear, tick the ‘Yes, I Accept’ box to proceed and write down the Captcha to proceed. The portal will then ask you if you are registering as an individual or as an agency or organization representative in which you have to choose the individual option.
You will then be directed to a page where you have to fill out the basic details such as name, age, address, and other necessary information. Make sure to double-check the spelling of your answers to avoid any hassle in the next steps. Tick the option ‘yes’ once the portal prompts you if you have a license.
Once you’re finished with all the information questions, LTMS will send out a confirmation email to countercheck your validity. Make sure to act the soonest as this has been received as the verification link is only valid for 1 day or 24 hours. If you fail to confirm this, you will have to go through the account creation process again.
Link Your Car to Your Corresponding LTMS Account
After creating your account, you will have access to your dashboard and the next step with your renewal is to link your car to your newly-made LTMS account. The only way to do so is to visit your LTO office and present a transfer request. Alongside this, you may also show a copy of your Certificate of Registration with your name listed as the owner of the vehicle.
Keep in mind that since this is a new venture, the process of lining up physically is only required on your first time applying online. Your next ones will just purely be done virtually.
Check Road Worthiness Through the Private Motor Vehicle Inspection Center (PMVIC)

Another important document that must be submitted initially is your Motor Vehicle Inspection Report (MVIR). The intent of this step is to check whether your car is still safe for driving or not. Be informed that you won’t have to submit this through the online portal because the PMVIC will be the one who will send the approval report to LTO directly. This will just be reflected in your LTMS account.
Request a Certificate of Coverage (COC)
The COC is another crucial requirement that you have to get from your insurance provider. Same case with the MVIR, no need to upload this in the portal as this will be electronically transmitted by your insurance company directly to the LTMS.

Prepare Other Documents Requested
Aside from the COC and MVIR, you also have to prepare the following documents:
- Taxpayer’s Identification Number (TIN)
- Certificate of Emissions Compliance

Once you have prepared all of the requirements, the next step is to trigger the renewal through your LTMS account. Just follow the steps below.
- Upon logging in, the first thing to click is the vehicle icon placed on the left side of the interface.
- Tick the ‘Agree’ checkbox after reading the terms of use.
- Choose the vehicle that you wish to renew and select the renewal type for that particular car. The options that you have are the following: passenger car, utility vehicle, or private vehicle.
- Fill out the information requested in the system and attach the electronic copies of the needed documents.
- Settle the bill in the payment section. The renewal fee is dependent on the vehicle type.
After completing the payment process, the transaction will end with printing the OR from the portal as proof of your vehicle’s renewal registration.
